A proposal made by Viscount Ellbank to punish “road hogs” on, the spot and save the Court work'by empowering the police to deprive them of their licences for an hour or two Is not supported by motorists’ organisations. These claim that the British temperament is not suited to summary Jurisdiction ‘by the police and that the idea violates the first principle of British justice.
