It would not be advisable to disclose the improvements or their cost. A message from Paris says L’Echo de Paris asserts that the Germans are preparing naval air bases, including a submarine harbour, at Melilla, Alhucemas, Laroche, Ifni, Rio del Oro and also the Canaries.
