The Moscow correspondent of the News Chronicle reports that the draft of the new Soviet Conslitutlon pro—vides that a Parliament, be elected every flve years consisting of a Lower House of 600 members, where all leg—islation will be inlliated, and an Upper Ilouse of 200 members. The franchise will be granted to all workers, including clergyman and former 'l‘szirlst. “officials, who hitherto have been disfrancliisbd. Parliament will assemble twice a year for a period of 60 days in each scsszon. ‘
