V The Bishop of Manchester (Dr. Warman), in moving the reception of r-the interim report of the Appointment -- ot' Bishops Committee, said the com- -• mittee was told that the present sys■•ltem works well. It was said that respectable and decent people were appointed bishops. That depended on "the personal .character of the Prime Minister and the amount of influence the Sovereign was able to bring to bear. “We were told, on the other hand, that certain people became bishops who would under any other system never become bishops, it is not for me, three times appointed a bishop, - to comment on that.” Three Suggestions. The committee made three suggestions:—A dean and chapter should have the right to refuse to elect the person named in the King’s letter missive without incurring a penalty; the Archbishops should not be liable to penalty for refusing to confirm or to consecrate the elected as bishop; the Prime Minister, before submitting a recommendation to the King, should consult an advisory committee without in any way derogating from bis own ultimate responsibility. The report was received.
