GERMAN ACT PASSED. NO BAN ON EX-KAISER. CLAUSE ELIMINATED FROM BILL. United Press Assn.—Elec. Tel.—Copyright. (Received March 19, 11.45 a.m.) BERLIN, March 18. The Defence of the Republic Aci was passed by the Reichstag by 265 votes to 150. The Act is noteworthy because ; it omits the clause banning the return' of the ex-Kaiser. This provision last year failed to obtain the necessary two-thirds majority, so it was not embodied in the new Bill. The Cabinet is of opinion that it is strong enough to protect itself against subversive activities.
