The latest telegram indicates .that negotiations between the rebels and Nanking and Mukden at Mukden have become no longer a question of money, but actual bargaining over territory. The rebels offered Mukden the control of Peking and Tienstin area while Nanking, according to Chinese newspapers, is offering General Chang llsi Liang control of .the six provinces oi Shantung, Honan, Chinli, Shanshi, Charchar, and Suiyuan, though noturally the offer means “if he can get them."
