The Times says that the Khedive's appointment of Fakri Pasha as the new, Premier' is in open defiance of British authority, and that Mulstaplia Fehmi, the ex-Premier and Minister of the Interior,- was lie is in -sympathy with the English ideas.' Fakri is a prominent opponent of judicial refprtns. Tho natives generally disapprove of the Khedive's action,, and there is much, excitement in Cairo. The new Ministry has not yet been sworn in. ■ The Daily News says that English officials in Egypt will not-recognise the new Ministry. .. It is believed that Russia and Franco have caused the election. Lord Rosebery regards the'situas tion in Egypt as serious.
