(BY ELECTRIC TELEGRAPH. — COPSTBIOHT,) Paris, November 30. The report that President Carnot had invited M. Brisson, chairman of tho Panama Canal Inquiry Committee, to succeed M. Loubet as Premier is correct, and M. Brisson has undertaken the task of forming a now Ministry. He desires that the Cabinet shall include M. dp. Freycinet, Minister of War, and M. Ribot, Minister of Foreign Affairs in the late administration. M. Goblctt is mentioned as likely to be Minister of Foreign Affairs in the now Cabinet, aud M. de Freycinet Minister of War.
