(BY ELKCTIIIO TKI.KOKAI'H-eoI'YHICHT.) New Youic. November 30. TUB New York Times jmblishes a letter purporting to trivo the basis of Mr Gladstone's Irish Home Rule scheme. The author of the letter says that Mr Gladstone's proposal is to make Ireland n Dominion with four provinces, each of which will have a House of Representatives of its own. The provinces are to have power to send life senators to Dublin in proportion to the population, and the senate is to have federal powers. LoxtjOX, December 1. The Marquis of Ripon and Mr Herbert Gladstone repudiate the details of the Irish Home Rule scheme, pub* lished by the New York Times.
