It is asserted here that an offensive and defensive treaty with llussia. has been secretly drawn up, and only awaits signature ; also, that the Pope is strenuously endeavouring to arrange an alliance between France, liussia, and Turkey. The Fianco-Prussian Convention is denied, and it is stated that the repot t was circulator! for the purpose of maintaining French public interest in the proposed alliance. President Carnot, speaking at a banquet at Poitiers, after the autumn uiaiHUUvres, said that the country was desirous of peace.
