The consideration of the Lund Bill _waa finished by the Waste Lands Committee this morning, but they reserved certain clauses until Wednesday, when it is proposed to recommend the decision to increase the rent of the " internal " from 3 to 5 per cent, on capital value. CIVIL SERVICE BILL. Strong objections have been taken by several members to the Civil Service Bill, on the grounds that it is unnecessary ; that it proposes to remove the service from the control of the House and place it in the hands of a board, thus possibly preventing the Legislature at some future t>'me from abolishing extraneous or obsolete department* ; that it proposes a compulsory insurance scheme whereas the Civil servants should be allowed full control of their own salaries, and that it creates a pension system, and the objectors consider the Civil servants should not be treated differently to em- . ployees of private persons.
