Mr Gladstone is determined to make a personal allotment of the portfolios. , 11. is feared that. Lord Rosebery will uot accept a seat in the Cabinet. Mr H. H. Fowler will succeed Mr Ritchie as President of the Local Government Board. The Marquis of Salisbury, in announcing his resignation, sui-i ho hoped the Earl of Kimberley would state the policy of the new Government. The litter declined on the grounds that he was not yet a Minister, and had not consulted his colleagues. Parliament adjourned tilt Thursday. August 16. Tho latest rumours as to tho composition of the Cabinet are that Mr Gladstone will bo First Lord of the Treasury and Lord Privy Seal ; Lord riersohel, Lord High Chancellor; Earl Spencer, First Lord of tho Admiralty ; Mr Asquith, Home Secretary ; Mr H. 11. Fowler, President of the Local Government Board; Mr Mundella, President of the Board of Trade. These, with Messrs Cainpbell-Bannennan, /. Morley, Sir W. Vernon Harcourt, or Lord Rosebery, will, according to the Standard, form the Cabinet.
The Daily News, however, states that the Marquis of Ripon, Lord Kimberloy, Sir G. Trevelyan, and Mr J. Bryce will also bo in the Cabinet, and that Lord Brassey will be Lord Lieutenant of Ireland; Earl Kimberloy or Lord Carringtou, Secretary of State for the Colonies ; and Sir C. Russell, Attorney-General.
To-day's cable re the Cabinet is confirmed with the following additions ; —Lord Kimberloy will bo Secretary of State for the Indian Departand Lord President of th e Council ; Sir G. O. Trevelyan, Secretary for Scotland ; Mr J. Morley, PostmasterGeneral; Mr C. T. Dyke, Vice-Presid-ent of tho Education Department; Lord Houghton. Lord-Lieutenant of Ireland. The latter will not have a seat in the Cabinet.
It is officially announced that the Marquis of Ripon has accepted a as Secretary of State for the Colonies.
St. Pkteiisburg, August 15. The Novoe Yrmnya hopes that Mr Gladstone will pla::n foreign mutters in a secondary position.
