(BY ELKCTIUC TELEQKAPH.—COPTKIQHT). Londox, August 9. The Standard's Bulgarian correspondent tolographs that M. Ktambuloff did not purchase the papers from the Russian, Jacobsen, which implicated Russia in the attempted assassination of Prince Ferdinand, but privately seized them. The Neue Frcio Press, a Vienna newspaper, states that if the documents are true, it »vill be simply impossible to associate Russia with the civilised Powers, and that she must bo regarded as a savage nation.
