PARLIAMENT.
LEGISLATIVE COUNCIL. THURSDAY. The Council met at half-past two p.m. A message was read from the Governor intimating that the seat of the Hon. J. C. Richmond had become vacant by resignation. Sir Patrick Buckley moved that the Speaker be elected in accordance with the forms laid down in the report of the Standing Orders Committee, presented yesterday. Mr McLean moved, as an amendment, that in the event of there being an equality of votes in the ballot, a second billot be taken, and if there be still an equality, the matter be decided by lot. The amendment was agreed to on tho voices. A fin ther amendment, by Mr Shrimski, that the ballot be taken with doors unlocked, was lost by 13 to 12. The Registration of Birth and "Deaths Amendment Bill, and the Adulteration Prevention Bill, passed their final stages. The Council rose at ten minutes past three p.m. FRIDAY. The Council met at 2.30 p.m. The "call over " showed 2!) present and six aosent. The galleries having been cleared, the Council proceeded to t'ha election of Speaker. On the doors being unlocked shortly after 4 p.m., Hon. H. J. Miller assumed the Chair as Speaker, and received the congratulations of Hon. Baillee (us senior member of the Council) and Sir P. Buckley. The Speaker replied thanking the Conn cil for the honour conferred on him. He said lie would do his best to maintain the dignity of the high office and worthily follow in the foot-steps of his predecessor, so that when hi* time arrived to lay aside the otiice, it would be said he had . striven to justify the position that day conferred on him.
