WAIPA COUNTY COUNCIL.
The usual monthly meeting of the Waipa County Council was held, on Tuesday at the Council Chambers, Ohaupn. There were present: Crs. Lang (chairman), Anderson, Finch, Smith, Elmsly, Teasdale, Exelby, Kusabs, and Shepherd. Mr A. Armstrong, county engineer, was also in attendance. Enqinkbr's Report.— In his monthly report the Engineer stated that all the contracts let at the last meeting had been entered into, and the contractors are pushing on with the works. The decking of the bridge across the main drain on the Hamil-ton-VVhatawhata Swamp Road requires to be lowered, the shrinkage of the swamp now making the bridge, which was originally set somewhat high, about two feet above the general level of the road, and. in consequence, the footing of horses crossing the bridge is rendered difficult, more especially in wet weather. With reference to the water supply for the cattle yards at Ohaupn the Engineer stated that in carrying out this scheme he proposed to fix a suitable ram on the small creek where it crosses the Ohaupo-Paterangi road at the railway bridge. Tanks capable of containing 3500 gallons of water would be erected at the junction of this road with the Ohaupo-Te Awamutu road. The ram would force the water into these tanks, from which it wonld be conveyed by gravitation to tanks at the cattle yards. These in turn would supply the various troughs. A dam would have to be constructed to give a head of water to drive the rain, the fall on the creek not being sufficient for this purpose. There is a very suitable place for a dam about 75 feet up the creek from the proposed site of the ram. Here the gully contracts suddenly, the sides of which are about 25 feet above the bed of the creek, rendering the construction of a dam simple, 'ihh site is on Mr McNicol's property, and that gentleman has expressed his willingness to allow the Council to carry out whatever works would be necessary for the completion of the scheme. On making the levels he found the water would have to be raised to the height of 110 feet. As this exceeds the power of rams obtainable in the market, a ram of extra power would be required. The distance the water would have to be forced is 1200 feet. The distance it would be carried in pipes by gravitation would be 4000 feet. He had not guaged the stream, but would do so in the evnnt of the scheme being approved. He estimated the cost at £350.—Cr. Exelby said he had seen the place on the Hamilton-Whatawhata road, and it required lowering. He moved that the culvert be lowered. Seconded by Cr. Kusabs, and carried. —With reference to the water supply, Cr. Elmsly asked if it would not be well to depute some of the councillor to interview the auctioneers and see what amount they would be likely to contribute towards the work, and thus show what amount the Council would require to find. He also suggested that other local bodies in the district should be approached on the subject of contributing towards the cost. —Cr. Teasdale said that unless the other local bodies came forward in a handsome way it would be impossible for this County to carry _out the work, as they could not spare £350 from their rates.—Cr. Finch thought that the Council should ascertain whether the water would be fib for cattle to drink in the summer.—Cr. Elmsly said the water was not really first-class, but in many parts of Australia far worse water was used for household purposes. Cr. Anderson had tasted the water, and it was not so very bad. It would be quite good enough for cattle, and he would be glad to have such a stream for the use of his cattle.—The Engineer said that perhaps what Cr. Finch had said was in the right direction, but he had not thought of the water being unsuitable for cattle to drink. It would be well to look into this before incurring the eXpenditure.--The Chairman said that the committee could make enquiries from people whose paddocks bounded on the creek to find out if their cattle drank the water.—Crs. Elmsly and Anderson were appointed a committee to confer with the a,ucti meers to see what they would contribute towards the cost of this work.— The matter of writing to the other counties was held over until next, meeting, so as to see what amount would be allowed from each. _.....

Tk Awamutu Station Road.—lt was left in the hands of the engineer to get the necessary repairs effected on this road. Slaughtering Licknsks.—Applications for the is*tie of slaughtering licenses were received from Messrs Turnwald, Ohaupo, and Garland, Cambridge West.—Granted. Maintenance.— Mr Fitzgerald offered to maintain certain roads in the Ne.vcnstle district for the sum of £50 per annum.— The Engineer said he was not in favour of this system of keeping the roads.—Several councillors referred to a previous trial of maintenance contracts, which were not satisfactory.—The letter was received. Hokotiu.—Mr S. Foulsham, in paying his rates on Lot 125, Horotm, asked whon the Council would be likely to do something to open up the road to the land.—The matter was left in the hands of the clerk to ascertain if the road in question was a district or a county road, and to reply to J Mr Foulsham. 1 Public Drain.—Mr W. M. Hay, on behalf of Mr W. Vosper, of Pukekura, asked the Council to have the public drain on the road fronting Lots 179, 180 and 181, Pukekura, attended to, or his client would hold the Council responsible for any damage which may occur to his property through the Council's neglect. — Crs. Anderson and Ku->abs were requestad to inquire into the matter, and report at next meoting. Hospital Contribution.— In renly to a demand from the Waikato District Hospital and Charitable Aid Board for the payment of £332 3s, the amount of the contribution, it was decided to make a part payment of £100.
Finance.—The clerk reported that_ the general account was £3G9 10s 4d in credit. Furze. — Mrs Garlick, of Newmarket, Cfipt. Steele, and Mr W. A, Graham wrote, •stating that they had arranged to get the furze on the roads fronting their respective properties cleared.—The Engineer and Cr. Exelby were appointed to inspect the various portions cleared, and report if the furze is not grubbed up. Whatawhata Road Deviation.—The Survey Department, Wellington, wrote with refsrence to this work that the Government could not take this land by proclamation on the information supplied, and suggesting other ways in which the land might bo taken.—The clerk reported that he had supplied further information as requested. Extension op time.—On the recommendation of the Kngineer, an extension of time was granted to H. Roche to complete his contract on theOhaupo-Paterangi. Mklvillk's Road.—Mr John Mnuro wrote, asking that as the Council cannot open this road, they would cut down the furze so as to give him some access to his property—lots 50 and 51 Ngarnto.—Cr. Exelby moved that notice be served on Mr Melville to clear the furze on his half of this road.—Seconded by Cr. Teasdale. Reskuvb.—Mr H. Yeates wrote accepting the lease of the reserve lot 15, Alexandra East, for seven years. Crossing.—Mr R. Dellioa* wrote aßkiag

Ci.karing.—At the expinUion of the imnth'a notice the Engineer was instructed to take steps at once to clear the furze on the road in front of Messrs Faulkett and Edwards' property. TK AWAMUTtT-KIHIKIHI KOAI). —It was left with the engineer to keep this road in as Rood repair as possible by the use of fascines, if necessary. Tub Retiring C&ehk.—The following letter was handed to Mr Maunder by the chairman :-Ohaupo, May 10th, 1592. Mr N. T. Maunder—Dear Sir,—We, the undersigned members of the Wuipii Cuunty Council, wish to express our extreme regret at your resigning the posts of clerk, rate collector, etc., etc., to this Council, and also to convey to you our appreciation of your services for the many years that you have occupied the offices and also to thank you for tho courteous and painstaking manner in which you have conducted the business of this Council. Wishing you happiness and prosperity in vonr new occupation, we are, dear Sir, yours faithfully,—F. W. Lang, chairman, Edward Exelby, John G. Elrasly, G. Finch. E. C. Shepherd, H. Kusabs, A. Smith, J. B. Teasrtole, J. Anderson, and A. Armstrong; C.E. Mr Maunder thanked the Councillors tor the expression of appreciation of his services. While in the employ of the Council he had always done his duty and he hoped future results would show that.

Tristram, Hawera, £120; E L. Hope, Hamilton, £150; James Melville, Paterangi, £110. After considerable discussion Mr Drury was elect- d to the office. County Confkrks'Cß.—The chairman reported that be had attended the Conference at Auckland, on behalf of the county, and gave a detail of the work traversed which had particular reference to this county. His action at the Conference was approved. Salary.—Mr N. T. Maunder, the retiring clerk, applied for the confirmation of » minute passed when his salary was reJ duced to the effect that should the finances of the Council improve the salary would be restored to tin amount at which he tendered viz., £110. He now asked for the amount of the deficiency for tho two years since which the finances recovered their standing. After considerable discussion the matter dropped. Riding Accounts.— The following statement of the riding accounts for period ending 10th May, 1892, was laid on the table : —Newcastle; Amount of vote. £74; total expended to date, £309 10s 2d; over spent, £235 16s 2d. Tuhikaramea : amount of vote, £21; total expended to date, £39 5s 3d; over-spent, £18 5s 3d. Hamilton : amount of vote, £B4; total expended to date, £29 4s 7d ; credit balance from previous aliocatures. £45 15s 5d ;to expend, £8010 a lOd. Pukekura : amount of vote, £143 ; total expended to date. £368 17s 9d; over-spent, £225 17s 9d. Mangapiko ; amount of vote, £S3; total expended to date. £102 9s lid ; over-spent, £19 9s lid. Rangiaohia: amount of vote, £123; total expended to date, £S0 Ids; to expend, £42 4s. Expended on bridges and culverts: Newcastle, £193 12s 7d ; Hamilton, £37 15s 4d ; Pukekura, £3G4 2s 5d ; Mangapiko, £79 3s 2d. This concluded the business.
