PROPOSALS BY THE COMMISSIONERS.

TnE Railway Commissioners' scheme of retrenchment provides for reduction in salaries from 2A to 10 per cent, and an increase of 5 to 10 per cent, on the rates for goods, and 5 per cent, on passenger fares. The proposition is not acceptable to the Cabinet, who have pointed out that the savings suggested by the Miuisters have been completely ignored. The Cabinet are of opinion that the scheme now proI posed will make the railways thoroughly unpopular.
