Stanhope, Secretary of State for the War Department, mentione I that the trial of smokeless powder had been attended with success, and that the whole of the forces were to bo armed with modern weapons. The defence, he said, of the coaling stations was practically completed, and the submarine mines provided throughout the empire afforded an effective defence, which could be increased on short notice. He also stated that tho comforts of the new Barracks would tend to induce the enlistment of re* cruits.

Stanhope expressed regret that the local Governments concerned had not seen their way to undertako the necessary works at King George's Sound and in Torres Strait.
