Sir Saul Samuel, in replying to the comments made by the Statist on Australian borrowing, reminds financial men that restricted borrowing means restricted disbursements to British manufacturers, and says that if New South Wales i» unable to borrow in London or elsewhere for the construction of railways, which are earning full interest, then it is time for the colony to censider how the works can be carried out upon colonial resources. Sir Saul Samuel also draws attention to the fact that if a short wheat harvest in New South Wales in 1890 meant the loss of £600,000, the increase of sheep in the colony during the same Pariod meant a grain of £1,900,100.
