He also denied that, the French reception at Cronsladt had brought a double-fronted war one hair's breadth nearer. He declared he was rejoiced to see that. France possessed a Government .sufficiently strong to force its will, though he was confident there was not one Power which at present desired war. Germany, however, must maintain, and probably would increase her armaments. He declared that the Czar's personal intentions were most peaceful. The Russian garrisons wvrn at least 300 kilometres distant from the German frontiers, while tho German and Austrian garrisons were within that radius, imd more numerous than the Russians. In concluding, he mentioned that at prespnt her African territory was quite as much as Germany could afford to colouiso.
