The Congress reaffirmed hist year's motion relative to the lega,l eight hours, an amendment declaring that the establishment of a uniform eight hours would seriously injure workers outside certain favoured districts being negatived amidst cheers. The victory is regarded as a triumph for the non-unionists who under the system adopted by Congress of allowing voting by show of hands appear to control the Congress.
