RUSSIAN EXILES.
(UY KI.KCTIIIC TKI.KOHAPH.— COPYRIGHT.) St. Pr.TiCKSiifKG, August 1. Ax the end of June the Czar issued a decree offering foreigners in the southwestern districts of Russia the alternative of ei'hor being naturalised as Russian subjects or expelled the country. The decree is not favourably regarded by aliens, and 2J.000 residents in the districts mentioned, principally Germans and Austrians, have refused to become Russian subjects and therefore have left the country.
