Ribot, Minister of Foreign Affairs, relativo to the refusal of Ger many to irrAnt p-issp-jrts to French commercial travellers in Alsace aud Lorraine. Germany explains that the passports worn only refuse ! to French political agitators. July IS. In the Chamber of Deputies, on the passport question. M. Ribot, Minister of Foreign All'airs, denied that, there had boon on the part of G"rmany any systematic exclusion of French commercial travellers from Alsace and Lorraine, anil he protu-ted against the culpable levity in raising any awkward international questions for discussion in tlie Chamber.
The members of the Chamber refused to receive the declaration of M. Lawn that he had proofs of Germany's refusal, and carried a vot<; of confidence in M. Ribot bv DO:) against. ]().'>.
Despite tin; strong majority in favour of the Foreign Minister, it is still considered that his position is eonsid era bl y sh a ken.
In connection with this dispute, it is reported that Germany has discovered other secret, revenge societies, aud lefuses to grant a license to any bagmen, members ot such societies. London, July 17.
The Paris correspondent of the Daily News states that the French Budget Committee have reduced the war estimates by £:5,500,00(), and increased the pna.ee footing strength of the army by 10,001) men.
