J'KOl'i.TAlt CllltTl.Ait.— The AuditorCeneral forwarded tin; following circular which speaks i'ur itself •Several cases having recently occurred in which moneys belonging to local bodies havo been em bezzled by tho accountant or collector, having icturned renls, rates, or other moneys as still outstanding which he had actually received, and blame has been attached to the audit ollicer when such dofalcali ins have been undetected. 1 desire to point out to your Council that an auditor has no means of discoveiing whether such moneys have been collected or not ; and that the only means by which such deficiencies can ba prevented is by constant vicihuice on the part of members of the Council, who, being personally acquainted with the district, can readily ascertain, whether such moneys have been pa id or not, and who call always ensure detection by making enquiry Mhcrwise than through the treasurer or collector as to m.paid rates, or rents, or by suing for the same.
