Mr Seddon justifies his action in '' heckling'' tho Commissioners _by calmly stating that only two applications had been recoived by the Government in connection witli this sub jeet before sending to England for the work. The question that arises in the ordinary inmd is, How many applications have to be made to a Cabinet Minister before they can be considered "repeated?"
