In lii.s message to Congress, President Harrison says the United tates ure not content to allow European Powers to absorb the commerce of the South American Republic, and intimates that the treaty reeenlly entered into with the Brazilian Government will shortly be followed by siiuiUr ones with other Republics. The Government, he announces, iutend to grant contracts to mail ships, :md have determined that the American Navy shall be made tho best in the world. He hopes to see the oarlv completion of the Nicuraguau Canal.
