A si-xnox of the members of the Servian Slcuptschina or Parliament have promulgated a scheme for onsuring tho lionosty of the Ministers entrusted with tho management of the country's affairs. Ministers aro to bo required to deposit caution money upon taking oftioos, and this money iu addition to tl'.oir salaries, is to bo forfeited by misconduct or mistake. Tho idea no doubt is a good ono if it wero only possible to carry it out. Tho members are for tho most part simple agriculturists and they consider tlr.it tho same system which prevails in tho conduct of private business can bo advautageously applied to securing tho honosty and ability of their public men. Tho primary difficulty it appears to us would be to find men willing to take olTico on such terms. If such a system had been iu force in this colony what a nice little bill there would be against nearly every man who hold office, during the spending of the borrowed millions, as much for mistakes made unconsciously, as for these made deliberately by the spending of large sums of money on useless works for tho purpose of purchasing votes.
