The Postmaster-General baa received a cable measure from the English postal department to the effect that the reduction of the loiter rate through Europe proves moat Franco declares herself boutiJ by legislation based ou tile agreement arrived at in ISS3, and to charge all letters double deficiency at the old rate, and as Italy will probably do the same tho London postal authorities therefore suggebt the revocation of fc'ie new rates. The Government after a discussiou dccided to revert to the original rates bo far sis France and Italy are cvuiccrnfid.
