THE PROPOSED APPOINTMENTS V PROTEST FROM THE OPPOSITION. (BY TKLKGHAThI. — I'KI'.SH ASSOCIATION' ) Chhistcuurch, Last Night. At the snegßstioii of several members of the Opposition, and by direction of Mi HaUnnep, Mr W. B. l'ercival has drawn up a petition to the Governor to be circulated for signal/ires, protecting against the proposed appointment to the Legislative Oouncil. on the grounds that the increase w contrary to the wish <>f the people, asexj ressed in the recent election ; that tho present Ministers do not represent the people as they are in a minority in *ho new larliauient; that the p«nplJ at tho recent e.ectwn demanded the reform of the Council ; tnat farther appointments to the Council n»]o not instiHßfJ, !»s its Mtmiber»; number (half that of the How*e), and Sir FI. Atkin* sun promised in 1887 to invite the Council to devise a plan for limiting tho number nf the Upper to 35 *, and that the Cr >• vernment cannot claim the alleged privilege of a defeated Government because they do not admit their defeat.
