Behnh, September 11. 1 t is repoi ted that a revolution has broken out in Ticino, owiug to the revision of the constitution, »nd that 200 troops have been called out to quell the disturbance. September 12. The revolution at Ticino is spreading, slid the rebels have killed the Directors of the Interior and captured other councillors of State. The populace of the Canton support the Provisional Government, because the State refused to submit the revision of the constitution to the popular vote. Twelve of the Liberal leaders, disguised as commercial travellers, captured the arsenal at Ticino, while an armed uiob seized the palace of the Governor. The Liberals' complaint is that the ITltramontanes govern the. Cauton, though in a minority. The rising has collapsed, and the troops were welcomed by the populace. The Government have agreed to refer the revision of the constitution to the popular vote. September 11. Sprow, the local organiser of the Southampton strikers has been arrested on a charge of intimidation. The action of thi! authorities has caused some excitement. A hitch has arisen over the settlement of the strike. The seamen and lire'ien having been granted an ill crease, the donkcymeii and trimmers also demand a. rise, which the employers refuse, and threaten not to allow the dockers to return, unless their demands are withdrawn.
