France permits the English protectorate over Zanzibar if England submits to France granting exequatur to Consuls in Madagascar, and agrees to an extension of French influence over the territory outside of Algeria, Senegal and the Niger, of which a line from Tunis to Lake Tchad unci on to the Niger is to form the eastern and southern boundaries.
