. + TO THK KIIITOH. Sin,—Sir Robert Stout opened this question at Invercargill, and you had a very sensible leader on the subject, but, in the matter of the Upper House, I think he did not go far onongh. A Bill is now before Parliament to limit the period for which members can be elected —or nominated—to the Legislative Council for ten years. If the Council, as at present constituted, cannot be abolished, the best thing the House could do would be to pass a Bill to legalise tho election of a member from the County Councils —from the North and South Islands alternately—to supply any vacancy in the Legislative Council. This, as the old members died out, would gradually introduce the loed element, or the "federal," as Sir Robert Stout calls it, in our Legislature, and bring the ability of the various counties (North and South) to the discussion of whatever measures may be introduced. The Lower House would represent the people ; the Upper House would represent the counties. The one would be natbnal, the other federal; and the intelligence that is now brought to bear on local matters would materially help in discussing and passing useful measures for the benefit of the colony.
