Mr Gladstone eulogised the agreement arrived at between England and Germany. July 23. Mr Gladstone's attitude on the Heligoland question is reported to have annoyed his followers, and to be destroying tho opposition to tho Bill. The Bill sanctioning the AngloGerman agreement passed its second reading by 209 to CI.
