POSTAL PROPOSALS.

(by telegraph.—press association). Wellington, Last Night, The Minister of Education of South Australia has cabled to the Government to send a representative to the Conference to consider Mr Goschen's postal proposals. The Premier replied to the effect that no Minister could leave New Zealand just now, and that, having decided not to agree to a reduction, there is no use in taking part in the conference at all.
