Wellington, Last Night. At a meeting of the Cabinet this morning, Mr J. Richardson was appointed successor to Mr W. Frankland as Commissioner for the Government Insurance Department. No fresh appointments are to be made, the other officers receiving promotion accordingly. The Hon. F. Whitaker returns to Auckland on private business, and will be absent ten days. He then returns here till after the session. The Governor is expected tomorrow. The Hinemoa.arrived this morning with Ladies Gwendoline and Dorothy Onslow.
