His followers are preparing to welcome him. His opponents assert that the telegram is a dodge to influence second ballots. Later. General Boulanger has since postponed the date of his arrival in Paris. Two Boulangists havebeen elected for the Paris municipality. An Anarchist dynamite factory has been discovered in Lyons. France has assented to the conversion of the Egyptian debt, on condition that the operation shall not be repeated for fifteen years, and that the Powers shall disburse the profits. The Jews will hold a meeting at Paris to concert measures for opposing the anti-Semetic agitation. The trial of members of the copper ring is proceeding. M. Secretan asserted his motives were patriotic, inasmuch as he wished to deprive England of the monopoly in copper. Berlin, May 5. The Reichstag will be asked to vote eighteen million marks anliually to increase the army. The betrothal of the Czarwitch to Princess Margaret is again asserted. General Oaprivi strongly supports the expansion of German colonies. Kome, May 6. Signor Crispi, Premier, threatens to resign, owing to the Senate rejecting the bill to abolish bequests to religious institutions. Sofia, May 5. Major Panitza is being publicly tried for conspiracy to dethrone Prince Ferdinand. Zanzibar, May 6, Herr Krauel and Mr Anderson have begun the work of delimiting the English and German spheres in \Jrica. The two Nyanzas and 1 rganda are the disputed points. St Pkteiisburg, May 4. The Khan of Merv is to be displaced in favour of a Russian Governor. A stringent system of passports is to be imposed on foreigners entering Russia. Austria asserts that the restrictions are a violation of the existing treaties.
