TREASURY WINDFALL
(BY ELECTRIC TELEGRAPH.—COPYRIGHT.) London, February 23. The Hon. Mr Groschen, Chancellor of the Exchequer, states that the Treasury has received a windfall, owing to owners of three per cents, falling to convert. The Treasury windfall mentioned by Mr Goschen amounts to £600,000.
