Rio de Janiero, December 29. A manifesto published by the Provisional Government of Brazil declares that the recent mutiny was trivial in character, and that the disturbers of the public peace were condignly punished. The monarchy, it asserts, is friendless, and will never be restored. The Government hopes to deliver the Eepublic unharmed into the hands of a National Assembly next November.
