SPEECH AT FRANKFORT. [BY ELECTRIC TELEGRAPH—COPYRIGHT.! London, December 12. The Emperor of Germany has been entertained at a banquet by the authorities of Frankfort. In response to the toast of his health he declared that his whole endeavour was to make Germany powerful and respected. Germany did value the fruits of peace, and would strive their utmost to preserve it.
