In pursuance ami exercise of the powers conferred upon it by "The Counties Act, 1880." The Council of the County of J Piako has made the following By-law for regulating the conditions on which traction engines may be allowed to pass along the roads within the County of Piako, and this By-law shall come into force on, and have effect from, the first day of December, ISS9. In this By-law, if not inconI, patent with the context, "owner" means and includes the owner or owners of ' every traction engine and any person or 1 ' persons who may either by hire or by virtue of any agreement made with the owner have acquired the use aud control - for the time being of any traction . engine. "Engine" means any traction engine. "Driver'' means the person having it charge for the time beiug of any traction ir engine. " Road'' means any road witlim the - County of Piako. * Words importing the singular number include Ihe plural number, and words importing the plural number include the * singular number, and words importing the f > masculine gentler include females. Words referring to any locality district place corporation person or thing shall r > be construed contributively as referring to each locality district place corpora--10 tion person or thing to whom or to a which the provision is applicable. 0 Secondly. No owner of any engine >' shall drive or suffer or cause to be driven such engine upon or over any road unless and until he shall have in addition to the persons employed in working the engine first provided a man (hereinafter called a 1. look-out man) to go before such engine. Thirdly. No person not being the d owner shall drive any engine upon any e road without authority from the owner [. or person in charge of the engine, e Fourthly. No owner driver or person in charge of any engine shall start or v drive such engiue upon or over any road y unless such look-out man as aforesaid is in attendance as herein provided. L > Fifthly. Every look-out man shall when the engine he is appointed to attend is passing upon any road go before the ' engine nt such di«t:>.nce as may from time 0 to time be most convenient in order to enable him to obtain a good view of y the road in front of the engine and he shall be careful to ascertain that the road is clear in front of the engine especially before the engine goes round any bend iu the road or through any cutting or over any - bridge or along any narrow road where it would be difficult for any vehicle meeting the engine to pass it aud it shall be his duty to warn any person whom he may * meet either on horseback or driving any horse or other animal or vehicle of the approach of the engine and to give any assistance that may be necessary to any ' person who may require help owing to 1 his horse or other animal becoming restive l ' or frightened at the sight of the engine. 1 Sixthly. Every driver of an engine upon any road shall be careful so to conduct the engine in his charge as to ? cause as little obstruction or annoyance as possible to any person passing along such road ami every such driver shall stop the engine if requested so to do by any j person who may wish to ride or to drive any horse or other animal or vehicle past the engine, whether such person be meeting or overtaking the engiue. Seventhly. No driver shall blow off steam or whistle when any person riding * or drivinir any horse or other animal is ° approaching near to or passing the engine [ upon auy road. ; Eighthly. Evcrydriverofanengiueupon ! any road shall s|op the engine if he shall J meet auy person in any difficulty, owing to any horse or other animal in charge of 1 such person becoming frightened or restive at l he siirht of the engine. Ninthly. Every driver of any engine ' upon any road shall unless the look-out man reports that the road is clear stop lhe engine before going round any bend in the road where his view of the road may be obstructed from any cause and before entering upon any cutting or narrow part of ihe road where it would be difficult for any vehicle meeting an engine to pass it aud such driver shall not proceed until the look-out man reports that the road is clear. Tcnthly. No driver shall leave any engine upon auy road iu such a position > as to frighten or be calculated to frighten horses. ] Elevuuthly. Any person who shall j commit a breach of this by-law shall be» liable to a penalty not exceeding five i pounds, and in auy case where auy such breach is a continuing one he shall be liable to a penalty not exceeding five ' pounds for every day or part of a day during which such breach shall continue, The foregoing By-law is published for general information iu accordance with the provisions of sub-section i of section 304 " The Counties Act ISSU.''
