(BY ELECTRIC TKIIiURAI'II—COPYRIGHT). London, October 14. Dkspitb the official reports it seems certain the relations between the Czar and the Emperor of Germany were not exceedingly cordial. The former was evidently offended at the coolness of the populace. Private authentic information states that when replying to the toast of his health tlu; Czar was barely civil. The Emperor of Germany in proposing the toast spoke in Russian out of compliment to his imperial guest, but the latter responded in French. The Czar has gone to Mecklenburg. He took a cordial leave of the Kaiser, and the two monarchs were markedly friendly in their farewell greetings.
