RAGLAN COUNTY COUNCIL.
A MKETINC of the above Council took place in the Council Chambeis, Raglan, on the afternoon of Wednesday, xVugust 2Sth. Present: Crs. Mitchell, (chairman), Brooks, Kherrctt, McGuirk, Mathias, Langley and Hunt. Tho business commenced by a meeting of the Finance Committee at 12 noon, the meeting of the Council taking place later on, at 2 p.m., and continued until 11 p.m.
Meiwinu of Road Boards.—The question of merging the Karioi Road Board into tho Council was considered. The prayer of the petitioners was granted by tho special meeting of the Council held on July 22nd, and it required to be confirmed at this meeting. Mr Thomson, chairman of the Karioi Road Board, was present with the books of the Board.—lt was proposed by Cr. Mathias, and seconded by Cr. Sherrett, "that the resolution passed on tho 22nd July, merging tho Karioi Road Board into the Council, be confirmed." —Carried unanimously.—A similar resolution was proposed by Cr. Brooks and seconded by the Cliairnian in referenco to tho Raglan Town Board.—Most of the Crs. present were of opinion that it would be best to have all the Road Boards joined to the County Council. _ Nativk Interview.—Two native chiefs presented a petition for the consideration of the Council. Mr A. Gilmour interpreted the same, and communicated the decision of the Council. The natives objected to the Kopua road being made through their block of land. The Council informed them that the Government had taken the road and found the funds for part of its construction. Therefore, they could not grant their request, and the work would go on, and the natives retired seemingly satisfied.
Ijhidgiw and l-'unitins.—A letter having being received from the Government in reference to the control of bridges and ferries, and recommending that the control of Te Kore bridge be vested in the Waipa County Council, that the Kaplan Council have control of the Whatawliata bridge, and that as to the ferry service at Ngaruawahiii, the Kaglan Council contribute one halt and the Waipa County Council and the Ngaruawahia Town board one quarter each, and that the support offered for the Churchill punt be Kaglan Council one half. Proposed by Cr. J'.roolcs, seconded by Cr. Langley, "That this Council maintain that the control of the bridges of Whatawliata and Te Kore should be given to tho Kaglan County Council, and that they agree to the Ngraruawahia Road lioard having the control of tho ferry there." They also objected to the management as to the Churchill punt and still maintain their furwur decision that the
Waikato County Council should pay lialf of tho maintenance.
Church Puoi'khty.— A Icltor was sent to Bishop Luck informing him that the Council could not exempt Church property from being rated. Nkw lIosriTAL Bit.!..—Considerable discussion took place in reference to this Bill, and all the councillors condemned some of its provisions. The subject of the endowment now vested in the Auckland Board was also freely discussed. It was considered a great injustice that pieces of land set apart for hospital purposes, and which are situated in the Waikato Hospital District:, should be claimed by the Auckland authorities. —It was proposed by Or. McGuirk, and seconded by Cr. Mitchell (chairman), that this Council disapprove of the provisions of the new Hospital and Charitable Aid Bill, and that tliey consider the taking away of the endowment fir hospital and charitable aid purposes in this district a great injustice. —Carried. Petition kk Rating Act. —A petition on this subject wis received, but the Council did not see lit to support the same. Onkwiikuo Ridinv;. —Cr. Hunt brought befote the meeting the state uf the Pukekawa Road from Mercer to the Bald Hills. It was. determined to call for tenders for tho said work at once.
Govkknsiknt Grant l'Oli Roads.—ln reference to tho various grants >-oted during tho session, it was thought most desirable that they should be at once placed to the credit of the Council, to be spent under their supervision on the most important works, duiing the summer months, Cr. Brooks proposed and Cr. Hhcrrctt seconded a resolution to that effect, which was carried.
Bow-S'ntKur.—A letter was received re- , questing tho Council's attention to the state of this street from the Post-oltico corner to its junction with John-street. The engineer was directed to examine the same and call for tenders for the work required, the matter to be left in tho hands of the Finance Committee. Nativk Racks. —The sum of £78 17s lid was placed to the credit of the Council for native rates received from lands situated in the various ridings. Tho following allocation for native rates was directe.d to be sent to the Surveyor-General f.-r his approval, viz.:—Whangnpo Hiding, £07 lis 11(1 for bridge over Whai creek, Section 42, and through Pepepo and Whansrupc Lake road, etc. ; Onewhero Riding, £~)(i IDs 3d, bridges Opuatia, parish Pnkekawa, Section 30 ; Te Akau Riding, £13 -Is, including grant of last year not spent, bridge on road from Parish of Waipa and tho Parish of Tainu, Te Akau, Lots (10 and til; Pirongia Riding, £1 4s 2d, improvement of cutting on road in Section 100, Karamu ; Karioi Riding, £10 0s Gd, roads to native lands at Ohihopopoko reserve and road to Horakahau. I)i-:t'AUt.TiNr; Ratkpaybrb. — Authority was given to the clerk to take action against certain defaulting ratepayers. Doc: Tax.—ln consequence of the legal opinion given that it is imperative that this tax should be collected, the Council determined to levy the same, the tax to consist of 2s Od for each dog, and to come into force at the commencement of next year. A better class of collars was ordered. Hahiiouh Board.—The question of the Council taking upon themselves tho duty of a Harbour Board for Raglan, in accordance with Section 212 of the Counties Act, was duly considered, and the resolution of Cr. Brooks, seconded by Cr. Langley, to that effect was carried unanimously. HospitalExi'knses, Etc.—The proposed increase of salaries at the Waikato Hospital, and the general management and expenses incurring therefrom, were spoken of by Crs. Brooks, McGuirk, Lanalcy, Mathias, and the other councillors present, and Mr Sandes, the representative of the Council at the Waikato Hospital Board, in a very lucid manner, explained to tho Council the action of tho Board in reference to the question. All the councillors present expressed themselves well satisfied with their representative, and thanked him for his efforts on their behalf. Tkavklmnu Exi'knsks. — Cr. Brooks gave notice of motiou rescinding a former resolution in reference to the travelling expenses of the clerk. Nativk Ohstkwtion. — Cr. Brooks brought before the Council the fact that the natives residing near Messrs McKinnon's were obstructing the surveyed line of road, and a resolution was passed, "That the road as surveyed by the Government must be kept open, and no survey pegs removed, and the Council will hold tho natives responsible for any extra expense incurred by their fencing, or otherwise obstiucting the road." Kngisekk's Retort.— Mr Sandes said in his report upon the various roads and contracts, that the contractors for the Wainui bridge had finished tho stone piers, and ho recommended that they receive £lo as time payment ; tho road works on the Raglan and Waipa road were completed, and had been passed, with tho exception of the stone culvert in No. 3 contract, which did not give satisfaction, and the sum of £(! was kept back for maintenance. Tho deviation of the road at Mannatawhiri, on the recommendation of the Kngineer, was ordered to be done by Mr Erissell. Punt.—Plans of the Ngaruawalna punt which had been approved by tho Survey I lepai tinent were placed before tho Council ami the following tenders received, viz :— Hendeison, t'Oo ; J. C. Salmon, 0)7 ; A. Xicliol, £84 IDs 2d ; T. H. Urquart. £!)o os ; J. Lindsay, £112, as per alternative design, £!)5. —Proposed by Cr. Brooks and seconded by Cr. McGuirk, that the lowest tender be acceptod, subject to the engineer's instructions. Tb Mata Biuikih.—The bridge at Te Mata school was reported to be in a dangerous state, and the engineer was directed to call for tenders for the same. Salary.—The clerk applied for an increase of salary as the work of the Council was greatly increased. The question was deferred till the next meeting.
