[BY ELECTKIC THLECIRAI'II.— COJ'VRICET.] Melbourne, June 12. The Premier, Mr Gillies, last night introduced the new rules of procedure in the Victorian Parliament. He disclaimed any intention of hampering the freedom of Parliament. The rules were designed merely to prevent waste of time. The debate was not finished. The total amount of imports into Victoria during ISSS was twenty-three millions nine hundred and seventy-two thousand pounds, and the exports thirteen milliou eight hundred and fifty-three thousand. In both instances the returns show an increase over 18S7. Brisuane, June 12. In the Legislative Assembly last night the Payment of Members Bill was read a second time. It provides for the payment of a honorarium of £300 per annum in addition to travelling expense?.
