Captain Charles A. Humfrey, Assistant Under-Secretary for Defence, has been appointed colonel in the New Zealand Militia and Hon. Major W. 1). H. Baillie to bo Lieutenant-Colonel. The former appointment has given rise to some comment. The Evening Post characterises it as little less than an insult to many other officers who have a much better claim to promotion.
