Mallet positively denied the existence, of a secret treaty between England and Germany for the, partition of the Pacilic. It is stated that in view of an expression of regret on the part of Malietoa, the Emperor William lias decided that lie shall be speedily liberated. Berlin, May 2. It is expected the Conference will reinstate Malietoa in the sovereignty of Samoa. The committee is engaged drafting a plan for the Government of the Islands under native rules, and also settling the constitution of a tribunal. The Conference will appoint a council of three to advise the King. In some quarters it is feared the complaisance which England is showing to the wishes of Germany may offend America.
