The Marquis of Hartington, addressing 13,000 electors of Birmingham, said it was time the Unionists showed a positive policy in connection with the administration of Ireland. He advocated steps being taken for the amelioration of the extreme poor, the conversion of occupiers into owners, and finally the extension of local government.
