The correspondent of the Daily News asserts that the Marquis of Salisbury refused to allow the Australian colonies to semi delegates to the Samoan Conference. Count Herbert Bistn.irck and Dr. Kreul will probably attend the Samoan Conference on behalf of Gerniiiiiy. Tho Conference coinmonces its sitting in May Ist. Mr Sewell, who was formerly United States Consul at Apia, has been appointed Dos-Imr.-inj officer to the Conference, but it" is understood that his appointment has been made with a view to posting the American delegates on Samoan alfairs. In an article on the Conference the Kohniscke Zeitunc says the preaenae'of Mr Bate.i as a member of it loosens tlm chance of an amicable .settlement of the diliiculty owing to his anli-CiM-iunn tendencies as displayed in articles written by him on German conduct in Samoa. A tuleffi-atn from Washington indicates that the American Commisi(jners have been directed to insist mi the absolule autonomy of Samoa beino; established with a native Government.
