RAGLAN COUNTY COUNCIL.

A meeting of the above Council was held in the Council Chambers, Kaplan, on the afternoon (if Wednesday, the 27th. Present : Or. Mathias, Brooks, Sherrett, and McGuirk. Or. Mathias in the absence of the chairman. Mr T. Mitchell, was called to the chair. The minute* were read and confirmed, Couiucsi'oxdk.n'Ci:.—Letters from Audit Office in reference to excessive charge for auditing C uinoil books ; subject deferred. Rates from Grown Land paid into Council account. From Messrs Vercoe and Sutton, contractors, asking for an extension of titi.e. From the .Survey Derjarti-nent, stating that the Government would give £50, if the Council spent the same amount for the punt atNgaruawahia, alsostatnigthit a reserve of two acres was granted for a ferry service.— Letter from the Property-tax Commissioner, requesting assistance from Council in connection with the rolls, etc.—From North of Auckland Charitable Aid Hoard requesting the Council to support the petition re native lauds being held liable for the support of natives, etc. from Mr J. K. McDonald, asking the Council to attend to the road from Kaglan harbour to the Hot Springs Reserve.—Mr Frissel's report re survey and deviation from Kaglan to Ruapuke via Wainui, with costs of same, etc. Letter re delay in contracts upon road woiks. Engineer's Uepoh'C—ln his report the Engineer, Mr T. G. Sandes, stated :—I forward lithograph plans showing the position of the ferries and bridges across the Waikato and Waipa rivets, the control of which the Council wish to obtain. I may say that the lithograph.! were supplied to me free of cost by the Survey Department, being for county purposes. There are five altogether, viz, ferry at Port Waikato No. 1, punt at Churchill No. 2, punt (proposed) at Ngaruawahia No. 3. bridge at Whatawhata No. -J, bridge at Te More No. 5. I have prepared opacifications for a bridge over the Waimu stream, which you propose to erect out of the native rates. I estimate the cost at £40 for stone abutments with wood top structure. I have inspected the crossing of the Whangapo Creek at the end of the new road contract No. 9, and find that a bridge sixty feet long will be required. I estimate the cost of this at t7-"»- The bridge would be on native land so that native rates for Whangape would be available for this work. The estimate includes approaches. 1 have also inspected the Opuatia creek below Churchill in the Onewhero Riding, with a view to erecting a bridge across the same, and I find that it will cost say ±.'BO. It would be fit for horse and cattle traffic which is all that would bo required for this portion of the district. The bridge would be (i(i feet long. —I have inspected Zolfel's Bridge, and find that the outside stringer on the up stream aide is rotten at both ends, and the decking generally is very weak, and in many places quite rotten. In its present state the bridge is dangerous, except for very light traffic. A new stringer 44 feet long, or rather two 22 fonts, and a corbel 5 feet long are required. This would cost about £3 but the decking should be renewed also, and this cannot, I think, be done in part. A whole new deck should be put on. and this might be done at from £8 to £1.0, total cost say £15, when the bridge would carry any traffic, it wuuld be likely to get over it. The major portion of the timber in the bridge, except the deck is good heart of rinm, and in very fair condition. Contractor Vercoe on the Waimarino culvert, has not yet completed his work, and his time expired on the 12th iust. The work will, I think, be completed in the courseof a week or so. I send a certificate for £50, leaving £42 10s in hand on the job. With regard to contracts No. 1, 2, 3, 4, 5, (J, and 7. I have to report that I am not at all satisfied with the manner in which some of them arc being worked. No. 2. Dry stone culvert has been put in, and the earthwork nearly completed. No. 3. At this creek a quantity of the stone required for the culvert has been delivered, and more is ready, and no blame is attached to the contractors for not having gone on with, the work of not laying tho foundation, as I woulij not allow th,em tu <J,o, so %

had inspected the creek bottom, which only did yesterday. They will be entitled to some extension of time on this account, which may be granted without detriment, as they have in the meantime to keen the bridge tit for traffic, and are responsible for this With regard to contract No. 4 they have done some work, bnt'nothmg like the amr.unt they should have done by this time. Tl.ev have not touched a water-table on the iob, and if wet weather sets in, the road may become as bad as ever. No I contract is 'from Wliatawhata to the foot ot Jie mountain. Contract No. ft is pn.ct.caly untouched ; no metal is broken no cul.'eits opened up, and no intertables cleaned; nor are any stumps or stones protruding removed, and if the tables are not cleaned out early the stuff from them will only do harm in place of good. No. b contract is pretty well in the same state as No. a and and is very much behind hand. No. , has been better attended to, but here again no maintenance has been done. Altogether these contracts, No. 0, 0 and 7, are in a most unsatisfactory condition I would like to get authority from the Council to get a price from the contractors for breakin" the blue-stone on the top of the mountain, which is softer than the stone mentioned in the specifications. I consider if the Council can get this stone at a cheaper rate that, the white limestone, that it wil be advantageous, as it will save money, and the stone is quite good enough for the traffic. I also propose to get a price per yard for the soft brown stone on the east side of the mountain, which, if obtainable at a small price, might do a lot of good as bottom ballast.-I am, Sir, yours obediently, T. G. Sandes. ... Audit —It was resolved that the letter from the Audit Office be acknowledged and that the matter be held over. p LNr .—Proposed by Cr. Brooks and seconded by Cr. Sherrett that the Government's offer ro Ngaruawah.a punt be accepted, and application for reserve be again made; also for the wire formerly used for the punt. , PETITION.— Proposed by Cr. brooks ana seconded by Cr. Sherrett, that the Chairman be authorised to sign the petition received from the North Auckland Charitable Aid Hoard re natives receiving charitable lid, etc. n . , Tenders. -Proposed by Cr. brooks and seconded by Cr. McGuirk, that the tender of E. and A. Bregma., for contract No. !) (Whangs.pe) be coiilinned. Alio that contract No. -J, A. Biegnmn be confirmed. That the petition for separation from tl.e Karioi Road Board and union witn lown of Raplan Board would be granted when the Boards interested had given their consent, etc. , ~ BiuiKiK Rrpaiks— Resolved that the engineer (Mr Sandes) call for tenders for repairs to Zolfel's bridge, to be accepted by the Finance Committee. Expenditure of Native Band Kates. —Resolved that the amount accruing from Native lands rates be expended as follows : Wainui bridge (Karioi Rid.ng), Whangape bridge (Whangape Riding), Opuat.a bridge (Onewhom Riding), culvert at Wliatawhata bridge (Pirongia Riding), and on a road in the native land leading to lamui 1 ai'lsil (Te Altai. Riding); tenders to be accepted by the Finance Committee. Miscellaneous.—The subject of Major Te Wheoro's letter re deviation of road through native land was left to Cr. Brooks t-i deal with.—A tender for the repair of the Churchill punt for the sum of £!i was accepted.-Tho tender of llios. Knox for collecting dog-tax for the Whangape Ruling was accepted. Demand roil Rates.—Resolved that notice be given in The Waikato l'"i«, that all rates unpaid after the oOth ot March next, would be sued for. Euii/K Nuisance. — A considerable amount of conversation took place in reference to the furze nuisance upon the roads of the county, but nothing definite was done. , . . Accounts.—The following accounts were passed upon approval of the Finance Committee, viz i-Vrissol, £14 12* l.d ; Ihe Waikato Times, £o 2s; Bulford, £1; Clark, £10 10s; Vercus and Co., £30; Jones, £22 Is 2d;; Moon 12. Relief.—A letter was received from the Karioi ratepayers, requesting tho Council to get the Charitable Aid allowance re-granted to Mr Maxwell and Mrs.lans. Mr T. G- Sandes, the Raglan representative being present related the history of the case, and stated that ho was desirous of seeing justice done to all parties concerned ; but that he had acted upon information received from the councillors of the riding, in which the parties referred to resided.
