WAIKATO DISTRICT HOSPITAL AND CHARITABLE AID BOARD.
Tin-: usual monthly meeting of the above Board was held in the Hamilton Borough Council Chambers at 11 o'clock yei-tord-.tv forenoon. There were present; Messrs Primrose (chairman), von Stunner, Sandes, Brunskill, Chopuiell, Hunter and Seddon.
The minutes of the last meeting were read and confirmed, and theoutward correspondence received. Cl.-m.ms J''ro:.i tiii-: Tii.uiiw Boakij.— An account for tot! ISs was received from the Thames Charitable Aid Board for the maintenance of a boy named Thompson in the Thames Orphanage. The reason of the delay in sending this account was caused mainly by the change of secretary. — The Secretary •said that the account was too much as he held a receipt for a portion of the amount. Tiie Secretary was in.-t.i noted to ascertain when the, children were, committed to the Home, and from what place, ami, if possible, also the date of the departure of the father from the district.—The Chairman said it was not the proper thins; for the. Thames Board to do to administer relief for tins district for nearly two years without rendering an account.
Mus Paris —A letter was received from Mr W. Thompson, of Ruapuke, Antea, asking why the relief formerly granted to Mm Paris had been discontinued. Mr S.miles, the member for Italian, reported as follows:— The councillor for the Whaingaroa Riding of the. Raglan County Council stated that, at the time the relief was granted to Mrs Paris it was necessary. At present Mrs Paris is in a position to earn monies as a midwife. Furthermore, she has a son who is working for the said councillor, getting £40 per annum, and found in house and other requisites. The son is married, but has a very small family (if any), and can afford to assist his mother. Suckktahy's Kkpoht. — The, secretary's report was read as follows :—Gentlemen,— Since the last meeting of the Board the state of the Hospital is as follows :—Remained from last month, 4 ; admitted, 7 ; died, 1 ; discharged, 5 ; remaining, 5 (3 males and 2 females). Charitable aid : Widows left destitute receiving aid, 3; children do., 17 ; wife deserted, 1; children do., 2 ; sick relief, 3; infirm with age, 0; boys, Kohimarama, 4 ; boys, St. Stephen's, Parnell, 1 ; girls, St. Mary's, Ponsonby, 2; girls, St. Stephen's, Parnell, 1 ; girls, Mrs Mcßirney's, Ngiruawahia. 1. Distribution of charitable aid : Hamilton, W. Mylrca, sick relief, 5s weekly; Charles McQueen, sick relief, os weekly. Cainbridge, Mrs Harper, infirm, 2s (id weekly ; Thos". Butler, infirm, 2s (id do. Ngaruawahia, Mrs Kiltoyle, widow, 5s weekly; James Ferrier, infirm, ss; Richard McGrane, infirm, ss. Rangiriri : Mrs Gray, widow, !) children, 8s weekly. Raglan, Pirnngia, an infirm and destitute native, 2s (id weekly. Finance: To bank credit balance, £424 12s 3d ; contributions to be collected by Government. £3 5s 7d ; £ for £ subsidy, £3 5s 7d ; Subsidies due by Government, £250 14s 10.1; subsidy due on refuge, £150; contribution due by Hamilton Borough £41 7s 44 ; £1 for £1 subsidy thereon £41 7s 4d ; Hospital fees receivable, about £50. In .accordance with the resolution passed at the last meeting of the Board, the committee appointed to frame estimates of the expenditure for the ensuing year, met on the 2(ith ult., and having carefully considered the various requirements found that they will amount to £2352, 13s 4d, This estimate is calculated for 15 patients, and is based upon die expenditure of the current financial year, which up to December 31st, for the average number of patients treated (7 1 ,) was as follows, viz. :—Provisions, &c, £201. 15s 3d , meat. £25 4s !).l ; milk, £25 IDs; wines and spirits, £17 7s; fuel and light, £41) lbs Id; washing and scrubbut" £4!) 5s lb! ;Y total expenditure for ci-l'7t months, 10-; or for twelve months, £355 lis Sd for 7', patients or £710 IHs-ld for 15. Maintenance, £710 13s 4d ; salaries and wages, £li 00; drugs, £150; surcical appliances, £50; industrial schools, £250; Charitable Aid £150; fever ward, £100; probationer, £50; refuge, £200; matron, £52 ; oltiee, £10: insurance, £15'; interments, £15; contingencies, £120; £2.502 13s 11 less probable Hospital fees £100, and rents of endowments £50, making ,i total of £2352 13s 4d ; £1170 lis 4d of which would hive to be eontriuuted by the local bodies, which is little more than half the amount furnished by them for the current year. In accordance with resolution of the Board, the. House Committee inspected and took over the new buildings on the 23th ult., the woik has been faithfully carried nut, and is a credit to the contractors. Pirongia, a destitute and infirm native in the. Raglan district, has, on the recommendation of Mr Smiles been allowed relief at the rate of 2s (id per week from the 23rd nil,. The windmill was re-erected on the 2iith ult., and although apparently workinL' well is throwing very little water; this Mr Richardson considers cm be remedied by lengthening the stroke, for which provision has been made, and which can be done without further expense to the. Board.—The report was received and adopted on the motion of the chairman, seconded by Mi Seddon.
Rbtainixi; Fkk.-—The report of the committee appointed to enquire into tho question, whether the. payment of a retaining fee to counsel, disallowed by tho Controller and Auditor-General, is lawful or not, was read as follows: Sir,—l have to report that your committee, consisting oil Mr .lames Rally and myself, met at Cambridge, mi Wednesday, the 2nd of January, nit., to consider the above question, and that after rending the opinions of counsel on the subject, and giving the question our most careful consideration, we are of opinion that, whatever may bo said as to the expediency of paying retaining fees to counsel who may also be acting as solicitors t<> the Board, there is authority of law for such payments:, and we think that the Controller and Auditor-General was wrong in disallowing tho payment above-men-tioned. Contract. —The secretary reported that Kelly had not completed his contract up to time'. Mr Sandes moved that H. Kelly contractor for excavating, receive notice that unless he has the work completed in 14 days from date, that trieti will be put on to finish the work at his expense, and that he will forfeit his deposit of ill. Seconded by Mr Brnnkskill and carried. Oalico Ball.— Dr. Kenny applied for permission to hold a Calico Ball in the new buildings before their opening, the proceed from which would be devoted to the purchase of screens, etc. Mr Brnnkskill moved that Dr. Kenny's application bo granted. Seconded by Mr Sandes. Mr Hunter said he thought it was madness to hold a ball in a budding which would be used for a Hospital, and thought a tea meeting would be more suitable. Mr Hunter moved as an amendment that permission be given to hold a tea niceti»/r. Seconded pro f >rma by Mr T. G. Sandes. On the amendment being put it was lost, the mover alone voting for it, and the original motion was then put and carried.
