BOULANGER ELECTED
* — (fiY ELKCTIUO TKLECJItAPIt. —COPYKIGHX). Pakis, January 27. The election for the department of the Seine took placo to-day General Bouliiusyer polled 244,000, and M. Jacques 102,000. Contrary to expectation, there was little excitement in Paris over the election. Yesterday rioting took place in the city. The French students made a demonstration of hostility, and it was found necessary to mass the troops. January 28. The Republicans are mystified and enraged at Boulanger's success. General Boulanger's success is attributed to tho quarrels between the Republican's and Opportui i >.'.->. M. Fioquet's resignation is expected. The Republican alliance has again been patched up, for the purpose of keeping General Boulanger out of office. Tho French Cabinet sat until midnight considering ther position. The Boul tngerist press declares that the Floquet Government is doomed. Tho official press look upon the position as deplorable, but deprecate panic. The Eoyalist journals consider the election the death blow to the Republic. M. yadi-Oarnot, the President, has declined the offur of M.. Floquot, Premier, to resign.
