THE FRENCH CRISIS.
AN OMINOUS OUTLOOK. (Bv Electric Telegraph— Copykicut.) Paris, January 29. The French Premier proposes to immediately restore a system of HcrvMn d'arondiscment and make a plebiscitary agitation. General 13oulanger expresses no opinion on M. Floquet's proposal, but remains passive, declaring he has no wish to create disorder since the Government has dug its own grave. Since he began his present politicl campaign, Boulanger lias been victorious in 21 out of 22 districts. The Continental Press regard the result of the Seine election as a menace to the existence of the Republic, and generally agree that if Boulanger gets into power it will end in danger to the peace of Europe.
